World Bank backs Syrian electricity with USD 146 million, and reopens the regional grid

In June 2025 the World Bank approved USD 146 million to improve electricity supply in Syria and support development of the sector. Alongside restoring domestic supply, the operation is directed at re-establishing interconnection with neighbouring Turkiye and Jordan.

Cross-border interconnection matters more than its cost suggests. A grid that can import at peak is a grid that can keep hospitals, exchanges and water pumping running while domestic generation is still being rebuilt. It also changes the engineering problem from raw megawatts to control, protection and metering at the interfaces.

The work through 2025 concentrated on the unglamorous layer: rehabilitating substations and transmission corridors, restoring the interconnections, and deploying emergency generation where supply gaps were most acute.

For suppliers, that layer is switchgear, transformers, protection relays, metering, cabling and the site power that keeps control rooms alive. It is bought through Syrian entities under procurement rules, and it has to physically reach substations across the country.
