Syria's return to SWIFT: why payment, not permission, was the real blocker

During 2025 the Central Bank of Syria was reconnected to the SWIFT messaging network and opened its first account with the US Federal Reserve since 2011. The country also recorded its first international bank transfer via SWIFT in more than a decade.

For anyone who has tried to sell into Syria, this is the part that matters. Sanctions relief removes the legal obstacle, but a supplier still needs a mechanism to actually be paid. Without correspondent banking, even a permitted transaction stalls: no confirmed letter of credit, no advance payment guarantee, no clean route for the money.

The reconnection does not fix everything at once. Correspondent relationships are re-established bank by bank, and the banking system remains a real constraint on large investment. But the direction is set, and it changes which payment instruments are worth discussing.

In practice this means revisiting terms that were shaped by the closed years: whether an LC can be confirmed, which advising bank is workable, and how guarantees for a public tender will be issued.
