Syria puts a number on rehabilitation: more than USD 30 billion across energy, water and minerals

In November 2025 Syrian officials put the cost of fully rehabilitating the country's oil, mineral, electricity and water sectors at more than USD 30 billion. In the same month the World Bank Group confirmed its reengagement plans and support for recovery.

A stated number is not a budget, and it should not be read as one. What it does is set the order of magnitude and signal which sectors the state intends to prioritise when financing becomes available.

For suppliers the useful reading is structural rather than financial. Energy, water and extractives all sit on the same underlying layer: pumping and treatment, transmission and distribution, instrumentation and control, standby power, and the metering that lets an operator bill and plan. Those categories move first because nothing else works without them.

The second point is sequencing. Multilateral money arrives with procurement rules attached, so the qualification work described in our note on funded tenders becomes the entry ticket rather than an afterthought.
